On 24 April 2018, the Bahrain Institute for Rights and Democracy (BIRD) submitted a specific instance to the UK NCP alleging that HPower Group Limited (HPG), privately owned event and venue management company in the UK, and two other companies, in the course of organising and/or sponsoring the Royal Windsor Horse Show (RWHS), had not observed the General Policies (II) and Human Rights (IV) provisions of the Guidelines. Specifically, relating to the RWHS, the companies had failed to investigate and carry out adequate due diligence in relation to human rights.


The UK NCP published an initial assessment statement on 7 November 2018 accepting the claims relating to HPG for further examination. HPG initially questioned its role in the procedure as a small company which does not identify as a multinational enterprise. Regardless, the UK NCP moved to good offices and offered mediation which was accepted by both parties. The parties met with an external mediator and in October 2020 informed the NCP that they had reached agreement.


On 5 January 2021, the UK NCP published a final statement concluding the case with agreement between the parties. HPG committed to:

  • Adopt a human rights policy which reflects the standards provided for by the Guidelines, without prejudice to whether the Guidelines apply to HPG given its small size
  • Reaffirm its commitment to respect internationally recognised human rights


In June 2021, the UK NCP contacted both parties to provide updates as part of the follow-up procedure. HPG shared their new statement on human rights as well as a promotional plan for its dissemination. The UK NCP concludes that HPG’s actions are consistent with the principles and standards set out in the Guidelines.
