Alignment assessment of industry initiatives for due diligence in the garment and footwear sector
The OECD Due Diligence Guidance for Responsible Supply Chains in the Garment and Footwear Sector is the negotiated and government-backed benchmark for due diligence by industry, multi-stakeholder and government-backed initiatives. To help support a common understanding of due diligence while also enabling cross-recognition between programmes, the OECD has launched a voluntary process to assess the alignment of these initiatives with the OECD Guidance. This process, called the OECD Alignment Assessment process, is voluntary and is based on the following Assessment Methodology and Assessment Tool.

Assessment of the Dutch Agreement on Sustainable Garment and Textile (AGT)15/07/2020 – The OECD carried out an Alignment Assessment of the AGT from January 2019 to January 2020. This report sets out the OECD’s findings on the alignment of the AGT with the recommendations contained within the OECD Due Diligence Guidance for Responsible Supply Chains in the Garment and Footwear Sector. The Dutch Agreement on Sustainable Garment and Textile, adopted in 2016 between business, NGOs, trade unions and the Government of the Netherlands, was the first in a series of multi-stakeholder covenants in the Netherlands on responsible business conduct and is operationalised through a government-backed multi stakeholder initiative of all signatories (the AGT). Through the Agreement, companies commit to carrying out due diligence on nine themes covered by the Agreement and to be assessed annually on their due diligence action plans. Download the AGT report

Assessment of the German Partnership for Sustainable Textiles (PST)12/02/2020 - Established in 2014, the Partnership for Sustainable Textiles (the PST) is a government-backed multi-stakeholder initiative which brings together business, trade unions, standards holders, civil society and the German Federal Government to “bring about continuous improvement of social, environmental and economic sustainability along the textile supply chain”. Companies participating in the PST agree to individual commitments, which include assessing their due diligence processes through a baseline questionnaire and working towards negotiated targets. Companies also commit to publish roadmaps and progress reports against targets and undergo a third-party plausibility review. This report sets out the findings of the OECD’s evaluation of the German Partnership for Sustainable Textiles. Download the German PST report

Assessment of the Sustainable Apparel Coalition (SAC)13/02/2019 - Industry-led and multi-stakeholder initiatives that incorporate due diligence expectations can represent a strong inducement for companies to carry out due diligence and provide valuable opportunities for shared learning. However, a proliferation of expectations at a domestic level or across initiatives can create challenges for businesses operating globally who may be subject to various expectations. The SAC’s Higg Brand & Retail Module (Higg BRM) is a self-assessment tool that seeks to assess the environmental and social performance of SAC brand and retail members. This report sets out the findings of the OECD’s evaluation of the Higg BRM (Beta version) and corresponding guidance.
