OECD Responsible Business Conduct Policy Reviews: Peru

The OECD RBC Policy Review of Peru seeks to foster the role of the Peruvian Government in promoting and enabling responsible business conduct. It examines Peruvian policies in the areas covered by the OECD Guidelines for Multinational Enterprises, as well as in other areas through which the Government can leverage and incentivise responsible business practices. The review presents actionable recommendations to help the Government of Peru advance RBC in the country. As such, it is an important input for the development process of the National Action Plan on Business and Human Rights currently ongoing in Peru.
RBC and COVID-19 The OECD RBC Policy Review is also a useful resource in the context of the crisis triggered by the pandemic of the Coronavirus (COVID-19). In light of the severe and long-lasting consequences that this crisis will have on societies, economies and livelihoods, adopting an RBC approach in government and business responses has become critical. Mainstreaming RBC into these responses can help the Government of Peru and companies operating in the country make decisions and address the environmental, social and governance issues related to the crisis, but also ensure that such responses do not create further risks to people, the planet and society.

VIRTUAL LAUNCH EVENT
25 June 2020 | 9 AM (Lima) / 4 PM (Paris)
The launch event presented main findings and recommendations of the Policy Review and gathered the views of Peruvian business associations, trade unions, civil society organisations, and indigenous peoples. Participants will discuss the importance of promoting and implementing Responsible Business Conduct (RBC) in the current context with representatives from the Peruvian government in charge of promoting RBC (Ministry of Economy and Finance, Ministry of Justice and Human Rights, and National Contact Point for RBC) and of International Organisations working with Peru in the framework of the Project “Responsible Business Conduct in Latin America and the Caribbean” funded by the European Union (EU).

The event was opened by the EU Ambassador to Peru, Diego Mellado. It started with a presentation from the OECD and the projection of recorded interviews with the following organisations:
- Central Autónoma de Trabajadores del Perú (CATP)
- Confederación Nacional de Instituciones Empresariales Privadas (CONFIEP)
- Confederación Unitaria de Trabajadores del Peru (CUT)
- Federación Nacional de Mujeres Campesinas, Artesanas, Indígenas, Nativas y Asalariadas del Perú (FEMUCARINAP),
- Perú Equidad
- Programa Laboral de Desarrollo (PLADES)
- Sociedad Nacional de Minería, Petróleo y Energía (SNMPE)
Following the video projection, a panel comprised of the following speakers discussed the opportunities and challenges to promote and implement RBC in Peru:
- Miguel Alemán, Minister Responsible for Coordination of the Technical Secretariat of the Multisectoral Commission Peru-OCDE, Ministry of Foreign Affairs
- Daniel Sánchez Velásquez, Viceminister of Human Rights and Access to Justice, Ministry of Justice and Human Rights
- Cesar Peñaranda, Director of Services to investors, Investment Promotion Agency (ProInversión)
- Philippe Vanhuynegem, Director of the Office for the Andean Countries, International Labour Organization (ILO)
- Dante Pesce, Executive Director of the Centro Vincular of the Catholic University of Valparaíso (Chile) and Member of the Working Group on Business and Human Rights of the United Nations (UN)
