On 16 July 2020, Mr. Douglas Linares Flinto, an individual, submitted a specific instance to the Brazilian NCP, alleging that Petrobras S.A, a Brazilian state-owned oil and gas company, had not observed the Concepts and Principles (Chapter I), Disclosure (Chapter III), Human Rights (Chapter IV) and Combating Bribery, Bribe Solicitations and Extortion (Chapter VII) provisions of the Guidelines. The issues were related to access and disclosure of personal information. Specifically, the submitter had requested two documents relating to the circumstances of his dismissal in order to restore his reputation.

On 12 August 2020, the Brazilian NCP undertook an initial assessment whereby it decided that the issues raised merited further examination.

Petrobras reported that the documents requested by the submitter in the context of the specific instance had already been provided in a parallel procedure via Brazil's Law on Access to Information, and therefore, they would not participate in the NCP procedures.

On 5 March 2021, the case was considered concluded with an agreement reached outside of the NCP process and a final statement was published.
