On 26 August 2021, Guliyev Jabir Gurban oglu, an individual, submitted a specific instance to the Finnish NCP alleging that Telia Company AB, a Swedish multinational telecommunications company and mobile network operator, had not observed the Concepts and Principles (Chapter I), General Policies (Chapter II), Disclosure (Chapter III), Human Rights (Chapter IV), Combating Bribery, Bribe Solicitations and Extortion (Chapter VII), and Taxation (Chapter XI) provisions of the Guidelines. The issues related to the activities of Telia Company AB and its subsidiary, Azercell, concerning the construction of the premises for Azercell Telecom in Azerbaijan which resulted in the destruction of private homes and corruption.

Allegations relating to contruction were based on actions taken in 1999. Azercell was established by Azertel, a local subsidiary of Turkcell, together with the Government of Azerbaijan in 1996. Turkcell was established by Sonera (a Finnish company), Ericsson and Çukurova in 1993. However, in 2002 Telia merged with Sonera and Sonera ceased all activites as an independent company.

On 22 December 2021, the Finnish NCP concluded their initial assessment deciding not to accept the case for further consideration. This was due to the fact that none of the involved companies are currently Finnish and thus the Finnish NCP determined that it was not the right mechanism to handle the issues.
