On 30 June 2023, two members of French parliament submitted a specific instance to the French NCP alleging that Shein, a Chinese-Singaporean fast fashion retailer, had not observed the Disclosure (Chapter III), Human Rights (Chapter IV), Employment and Industrial Relations (Chapter V), Consumer Interests (Chapter VIII), and Taxation (Chapter XI) provisions of the Guidelines. Specifically, issues raised included respect for local law in the production and sale of Shein products in France, respect for human rights, working conditions, and the responsibility of the company in addressing such violations, the company’s due diligence in its supply chain, potential negative impacts on the environment and consumer health, compliance with the OECD recommendations on the publication of information, and respect for the interests of consumers by dissemination of information that may be erroneous.

On 18 October 2023, the NCP published an initial assessment deciding to accept the case for further examination. The NCP made an offer of good offices to the parties involved, which they accepted.

On 10 April 2025, the NCP published an interim statement reporting on the progress of the procedure. Following discussions with the complainants and Shein, an agreement was reached to hold a mediation meeting, which took place on 17 February 2025 at the Ministry of Economy and Finance with both parties present. At its meeting of 27 February 2025, the NCP decided to move to the conclusion phase of the procedure and is currently preparing its final statement.
