On 13 December 2021, the Daphne Caruana Galizia Foundation, a Maltese NGO, submitted a specific instance to the Ireland NCP alleging that Accenture plc, an international professional services firm, had not observed the Combating Bribery, Bribe Solicitations and Extortion (Chapter VII) provisions of the Guidelines. Specifically, the submitter claimed that the company facilitated and benefited from a corrupt government procurement process, including illegal contributions to public officials made by an Accenture employee. The submitter claimed that the company failed to develop adequate controls for the prevention and detection of bribery; discourage the use of facilitation payments; carry out proper due diligence in relation to the hiring and oversight of employees; and enhance the transparency of its activities to combat corruption.

The Ireland NCP coordinated with the US NCP as some important functions of the company are based in the USA.

The NCP conducted an initial assessment and, on 7 October 2022, published a final statement deciding not to accept the case for further examination. The Ireland NCP made this decision based on the information provided by the submitter and the response from the Company, as further consideration was unlikely to contribute to the purpose and effectiveness of the Guidelines, and the NCP did not wish to inadvertently impinge upon ongoing parallel proceedings.
