On 20 July 2018, the Osaka Branch of Skynetwork trade union submitted a specific instance to the Japanese NCP alleging that Emirates, an air travel company headquartered in the United Arab Emirates, had not observed the Human Rights (Chapter IV) and Employment and Industrial Relations (Chapter V) provisions of the Guidelines. Specifically, issues related to the dismissal of three union workers when a workplace was closed following the relocation of a department from Japan to China. The submitters claimed that the dismissed workers had not been reinstated at their desired workplaces and requested that the company do so and respect applicable regulations.

On 19 November 2018, the Japanese NCP completed its initial assessment and decided that the issues merited further examination. The enterprise explained that it continued negotiation on the treatment of the three dismissed workers outside of the NCP process and stated that it complied with the laws of each country where it operates. The Japanese NCP offered both parties its good offices and the submitters accepted while the enterprise indicated a preference to focus only on the parallel proceedings. The Japanese NCP kept the specific instance open while the parallel proceedings were ongoing.

On 20 September 2022, the NCP published a final statement concluding the procedure as the parties had reached a full agreement outside of the NCP process.
