On 6 December 2021, Guliyev Jabir Gurban Oglu, an individual, submitted a specific instance with the Kazakhstan NCP alleging that Telia Company AB, a Swedish telecommunications company, had not observed the Human Rights (Chapter IV), Combating Bribery, Bribe Solicitations and Extortion (Chapter VII), and Taxation (Chapter XI) provisions of the Guidelines. Specifically, the issues concern alleged corruption, money laundering, discrimination, and violation of human rights by the company in the Republic of Azerbaijan. The submitter alleges that the company committed torture against his family members, bribed the police, illegally demolished his house, and evaded taxes.

The NCP conducted an initial assessment and on 23 September 2022, published a final statement deciding not to accept the specific instance because the company concerned neither operates in or from the Republic of Kazakhstan. The NCP recommends the submitter contact the NCP of Sweden, where the company is headquartered.
