On 16 March 2015, the NGO Wider Earthquake Canterbury Network (WECAN), on behalf of two individuals, submitted a specific instance to the NZ NCP alleging that an enterprise active in the construction and Financial and insurance activities sectors had not observed the General Policies (Chapter II) and Human Rights (Chapter IV) provisions of the Guidelines. Specifically, issues related to the company’s management of an insurance claim following the events of the Canterbury earthquakes in 2010. The NZ NCP received ten specific instances related to the earthquakes.

The NCP conducted an initial assessment and decided to partially accept the case for further examination. The NCP found that allegations relating to delays in conducting inspections and the ability of the enterprise to influence its domestic insurer had not been substantiated. The NCP accepted issues relating to the adequacy of temporary accommodation, to which the submittters were entitled based on a company policy, to merit further examination. The NCP made an offer of good offices but did not hear from the parties. The issues were also the subject of ongoing litigation.

On 10 September 2024, the NCP published a final statement concluding the specific instance without agreement between the parties. No recommendations were issued and the NCP considers the case closed.
