Promoting Responsible Supply Chains in Viet Nam

About the project

The OECD has worked with key Asian partners for a number of years to promote responsible investment and RBC. Under this programme, implemented together with the International Labour Organisation and the European Union, the OECD contributed its extensive expertise on trade and investment and on risk-based RBC due diligence to support in-country policy developments and action to create an enabling environment for Responsible Business Conduct (RBC), to boost industry capacity and to raise awareness of the importance of RBC.

The programme took place over 4 years (2018-2022) in partnership with Japan and five other partner economies, namely China, Thailand, Viet Nam, the Philippines, and Myanmar.

Responsible supply chains in Viet Nam

Viet Nam has been participating in the OECD Southeast Asia Regional Programme since its launch in 2014 and has co-operated in several policy reviews with the OECD, notably Investment Policy Reviews (2009 and 2018, forthcoming), the Clean Energy Finance (2021), and the Viet Nam Economic Review (forthcoming). Viet Nam also participates in the OECD-Southeast Asia Corporate Governance Initiative. Engagement with businesses will include activities in the agriculture (with a focus on seafood), garment and footwear sectors, and building resilient supply chains.

Virtual Event: Integrating Responsible Business Conduct to Create a Resilient Garment Industry 21 October 2021

The OECD, in collaboration with business associations in Viet Nam AmCham, AusCham, BritCham and EuroCham, is holding a series of webinars on building resilient supply chains in the context of Viet Nam. The first webinar “Integrating Responsible Business Conduct to Create a Resilient Garment Industry” included a brief presentation of the OECD’s Garment & Footwear Due Diligence Guidance and discussed how it can help Vietnamese businesses become more resilient and future-proof their place in the global supply chain.

The second webinar, “Providing Access to Remedy in Vietnamese Supply Chains – Challenges and Best Practices”, held on 10 November 2021, brought together experts, policymakers, business and CSOs to discuss how providing effective access to remedy can help strengthen resilience in supply chains by ensuring continuity and building trust between the different knots. The session provided an overview of different mechanisms and channels to provide access to remedy – including operational-level grievance mechanisms, National Contact Points and digital tools, as well as insights from organisations that have practical experience in implementing and monitoring grievance mechanisms or providing effective access to remedy for supply chain workers.

Participation at the High-level session of the 2022 Annual Viet Nam Business Forum 21 February 2022

At the high-level session of the 2022 Annual Viet Nam Business Forum “Restoring Supply Chain in COVID-19 Mode”, OECD Deputy Secretary-General Yoshiki Takeuchi delivered a special keynote on the Role of Responsible Business in Resilient and Sustainable Global Value Chains. He highlighted the importance of having a proactive, holistic and forward-looking policy perspective that makes Viet Nam’ economy stronger and more resilient to future crises, particularly through re-designing and, in some cases, rebuilding global value chains. This must include the effective integration of responsible business conduct—or RBC—considerations into GVCs.  The High-level session was attended by H.E. Prime Minister Pham Minh Chinh, Minister of Planning and Investment Mr Nguyen Chi Dung, as well as high-level representatives from international organisations and business associations.
