On 9 February 2020, a resident of Skawina and representative of the “LICZNIK” social movement, submitted a specific instance to the Polish NCP alleging that Valeo Autostremy SP. z.oo., a Polish subsidiary of the Valeo Group, active in the automotive sector, had not observed the General Policies (Chapter II), Human Rights (Chapter IV) and Environment (Chapter VI) provisions of the Guidelines. The submitter claimed that the production plant located in the town of Skawina had a negative impact on the environment, notably as a result of strong smell, air pollution and excessive noise.

On 11 February 2020, the Polish NCP notified the French NCP of the receipt of the submission as the parent company involved is headquartered in France.

On 30 September 2020, following separate meetings with the parties, the Polish NCP decided to accept the case for further examination. On 18 January 2021, the Polish NCP published its initial assessment and made an offer of good offices to the parties, which they both accepted.

After undergoing several rounds of meetings with the parties, both together and separately, the NCP published a final statement concluding the specific instance without agreement between the parties.

The NCP issued the following recommendations to the company:

  • Implement appropriate due diligence procedures in relation to environmental issues and human rights
  • Translate relevant sustainability documents into Polish and post on the Company's website
  • Upgrade the Company's website with information on the Company's sustainability efforts, the application of RBC standards, including the implementation of appropriate environmental due diligence procedures and respect for human rights, and information on how to communicate with local communities and other Company stakeholders.

The NCP will follow up with the parties on the implementation of these recommendations in February 2025.
